The Oxford Flood Alleviation Scheme is a major landscape-led infrastructure project designed to reduce flood risk from the River Thames while enhancing the ecological, recreational and landscape value of Oxford’s historic flood meadows.
Gillespies was appointed in 2015 to lead the landscape planning, Landscape and Visual Impact Assessment, and landscape design for the scheme west of Oxford. Working closely with the Environment Agency and lead engineer Jacobs, the team developed a strategy that integrates flood defence infrastructure sensitively within the city’s distinctive meadow landscape.
At the heart of the project is the creation of a new stream fed by the Thames, flowing through a gently reprofiled floodplain of grazing meadows, wetlands and wildflower-rich grassland. During periods of high water, the channel allows floodwater to be safely conveyed into the lowered floodplain, reducing pressure on the river and protecting surrounding communities and infrastructure. Outside flood events, the landscape functions as a resilient and biodiverse green corridor.
The design enhances habitat connectivity and delivers significant ecological gains, creating new wetlands and riparian environments to support a wide range of species. Public access is carefully integrated through new and improved walking and cycling routes, allowing people to experience the flood meadows while preserving their open character and tranquillity.
A key objective of the project has been to respect and strengthen the landscape character of Oxford’s flood meadows, which form an essential part of the city’s setting. Landform, planting and materials have been carefully considered to ensure the scheme sits comfortably within the wider landscape and continues to evolve naturally over time.
