St Cuthbert’s Garden Village is the largest residential-led development and place-making opportunity in the north of England. Supported by the HCA and promoted by Carlisle City Council, it is one of 14 locations announced as part of the government’s ‘Garden Village’ initiative.

Carlisle City Council has aspirations to deliver a new Garden Village south of the city. St Cuthbert’s Garden Village is an ambitious proposal that could include the development of up to 10,000 new homes, new employment opportunities, community facilities and a new southern link road.
Gillespies, supported by Wayne Hemingway of Hemingway Design, has been commissioned to develop an ambitious vision and concept that will provide the foundation for a masterplan and the delivery of a new link road and land promotion. The masterplan will ensure that the area is developed to the highest standard and follows the Garden Village principles.
The team are promoting innovative, extensive engagement with stakeholders and communities. The process has already successfully secured capacity resourcing for the local authority, influencing the place-making quality of the link road and providing a platform for landowner engagement and targeted assembly.
